为全面落实《“健康中国2030”规划纲要》《中华人民共和国体育法》《中华人民共和国公共文化服务保障法》，深入推进全民健身国家战略与乡村振兴战略，响应国家体育总局关于潮流体育发展与群众体育赛事规范化的工作部署，中国红十字会总会事业发展中心与凰金决（深圳）控股集团有限公司经友好协商，就联合开展体育助力乡村振兴嘉年华、开闭幕式全民健身才艺展演、体育场馆建设发展运营论坛系列公益活动事宜，正式发布本公告。

一、合作主体及核心职能

（一）公益指导单位：中国红十字会总会事业发展中心

中国红十字会总会事业发展中心是中国红十字会总会直属的国家级公益机构，以弘扬“人道、博爱、奉献”的红十字精神为使命，在健康养老、公益救助、人道传播等领域深耕多年，具备国家级公信力与广泛的社会影响力。作为本次活动公益主导单位，将全程引领活动公益方向，监督活动合规性与社会价值落地，指导公益资源整合与公益项目实施，确保活动始终践行红十字精神，服务民生福祉与乡村振兴大局。

（二）主办单位：开闭幕式全民健身才艺展演组委会

开闭幕式全民健身才艺展演组委会（英文名称：Opening and Closing Ceremonies National Fitness Talent Show Organizing Committee，缩写：NCFTSOC，以下简称“组委会”）由凰金决牵头组建，联合中央企业、国有企业、行业协会及相关权威单位，以正式邀请公函为合规协作枢纽。组委会严格恪守《全民健身条例》等法律法规与行业标准，秉持“舞动潮流活力、推广时尚健身、赋能湾区发展、助力乡村振兴”的核心宗旨，致力于构建合规有序、资源共享、高效协同的群众性社会活动组织体系。截至目前，已有多家中央企业、国有企业及行业权威单位签约达成深度协作。

（三）执行单位：凰金决（深圳）控股集团有限公司

二、联合活动核心内容

在中国红十字会总会事业发展中心的公益指导与监督下，组委会依托“百城千赛”全国战略布局，在全国各城市及粤港澳大湾区核心区域落地以下三大核心活动：

1.体育助力乡村振兴嘉年华

围绕乡村振兴主题，整合文体旅资源，开展乡村特色产品展览、乡村生态徒步、公益助农展销、文体下乡惠民演出等活动，搭建城乡资源互通桥梁，带动乡村文旅消费，助力乡村产业发展与文化振兴。

2.开闭幕式全民健身才艺展演

以群众喜闻乐见的体育才艺为核心，涵盖曳步舞、广场舞、太极拳等品类，增设“乡村振兴主题创意编舞展演”“湾区潮流文化体育才艺展示”“青年原创体育才艺作品赛”专项环节。组建专业评审委员会，制定涵盖动作规范性、编舞创意、团队协作、精神风貌的科学评审标准，设置“城市海选→城市分赛→全国总决赛”三级赛段，同步开设线上挑战赛通道。优秀节目将输送至国家级平台展播，并联动乡村振兴嘉年华开展特色展演，带动基层群众广泛参与全民健身。

3.体育场馆建设发展运营论坛

汇聚政企单位、行业专家、企业代表，聚焦乡村振兴背景下体育场馆的规划建设、运营管理、免费低收费开放政策落实、文体旅融合发展等核心议题，分享先进案例与创新模式，为体育场馆赋能乡村振兴提供专业解决方案，推动体育产业资源下沉。

三、合作意义

To fully implement the Healthy China 2030 Plan, the Sports Law of the People's Republic of China, and the Public Cultural Service Guarantee Law of the People's Republic of China, further advance the national strategies of National Fitness and Rural Revitalization, and respond to the General Administration of Sport of China's work arrangements on the development of trendy sports and the standardization of mass sports events, the Career Development Center of the Red Cross Society of China (hereinafter referred to as the "Red Cross Career Development Center") and Phoenix Gold Decision (Shenzhen) Holding Group Co., Ltd. (hereinafter referred to as "Phoenix Gold Decision") have reached friendly consultations and hereby issue this official announcement on jointly carrying out a series of public welfare activities, including the Sports for Rural Revitalization Carnival, the Opening and Closing Ceremonies National Fitness Talent Show, and the Sports Venue Construction, Development and Operation Forum.

I. Cooperating Entities and Core Functions

As the public welfare leading unit of this activity, it will fully guide the public welfare orientation of the activity, supervise the compliance and social value realization of the activity, provide guidance on the integration of public welfare resources and the implementation of public welfare projects, and ensure that the activity always upholds the Red Cross spirit and serves the well-being of the people and the overall situation of Rural Revitalization.

(II) Hosting Unit: Opening and Closing Ceremonies National Fitness Talent Show Organizing Committee

The Opening and Closing Ceremonies National Fitness Talent Show Organizing Committee (English Name: Opening and Closing Ceremonies National Fitness Talent Show Organizing Committee, Abbreviation: NCFTSOC, hereinafter referred to as the "Organizing Committee") is initiated and established by Phoenix Gold Decision (Shenzhen) Holding Group Co., Ltd., jointly with central enterprises, state-owned enterprises, industry associations and relevant authoritative units, with formal invitation letters as the compliance coordination hub. The Organizing Committee strictly abides by relevant laws, regulations and industry standards such as the National Fitness Regulations, adheres to the core tenet of "Dancing with Trendy Vitality, Promoting Fashionable Fitness, Empowering Bay Area Development, and Assisting Rural Revitalization", and is committed to building a standardized, orderly, resource-sharing and efficient collaborative organizational system for mass social activities. Up to now, a number of central enterprises, state-owned enterprises and authoritative industry units have signed agreements to achieve in-depth cooperation through official correspondence.

(III) Implementing Unit: Phoenix Gold Decision (Shenzhen) Holding Group Co., Ltd.

As a leading domestic and international cultural and sports industry operation and resource integration platform, Phoenix Gold Decision (Shenzhen) Holding Group Co., Ltd. has been deeply engaged in the cultural and sports industry for more than 20 years. It has planned and implemented over 1,000 national and international cultural and sports events, covering a total of more than 50 million participants. With a professional event operation team, mature government-enterprise resource integration capabilities and standardized public welfare project execution experience, the group acts as the implementing unit of this activity, responsible for the full-process implementation of the activity, including event organization, forum planning, resource connection, publicity and promotion, safety guarantee and public welfare action implementation.

II. Core Content of the Joint Activities

Under the public welfare leadership and supervision of the Red Cross Career Development Center, relying on the national strategic layout of "100 Cities, 1,000 Events", the Organizing Committee will launch the following three core activities in cities across the country and key areas of the Guangdong-Hong Kong-Macao Greater Bay Area:

1.Sports for Rural Revitalization Carnival

Centering on the theme of Rural Revitalization, integrate cultural, sports and tourism resources to carry out activities such as rural characteristic product exhibitions, rural ecological hiking, public welfare agriculture-aiding sales, and cultural and sports performances for rural benefit. Build a bridge for resource exchange between urban and rural areas, drive rural cultural and tourism consumption, and contribute to rural industrial development and cultural revitalization.

2.Opening and Closing Ceremonies National Fitness Talent Show

Focusing on popular mass sports talents, including trendy dance, square dance, Tai Chi and other categories, with special sessions such as "Rural Revitalization Theme Creative Choreography Show", "Guangdong-Hong Kong-Macao Greater Bay Area Trendy Cultural Sports Talent Show", and "Youth Original Sports Talent Competition". A professional jury will be established to formulate scientific evaluation criteria covering action standardization, choreography creativity, team cooperation and spiritual outlook. A three-level competition stage of "Urban Audition → Urban Sub-competition → National Final" will be set up, with an online challenge channel opened simultaneously. Outstanding programs will be selected to be broadcast on national-level platforms and will perform featured shows in conjunction with the Rural Revitalization Carnival, encouraging extensive participation of grass-roots masses in national fitness.

3.Sports Venue Construction, Development and Operation Forum

Gather government and enterprise units, industry experts and enterprise representatives to focus on core issues such as the planning and construction, operation and management of sports venues under the background of Rural Revitalization, the implementation of free or low-cost opening policies, and the integrated development of culture, sports and tourism. Share advanced cases and innovative models, provide professional solutions for sports venues to empower Rural Revitalization, and promote the sinking of sports industry resources.

III. Significance of Cooperation

This cooperation represents in-depth collaboration between a national-level public welfare institution and a professional cultural and sports platform. The public welfare leadership of the Red Cross endows the activity with authoritative credibility and social value, while the professional execution of the Organizing Committee and Phoenix Gold Decision ensures the effective implementation of the activity. Accurately aligning with national policy orientations, the activity deeply integrates public welfare concepts, national fitness, rural revitalization and venue operation, creating a national demonstration benchmark project of "Public Welfare + Culture and Sports + Industry + Rural Revitalization". It not only promotes scientific fitness concepts and enriches mass cultural and sports life, but also activates rural resources and drives the upgrading of the sports industry through cultural and sports activities, contributing to the construction of a Healthy China and the effective implementation of the Rural Revitalization Strategy.

IV. Important Notes

1.The activity will be carried out under the supervision of the Career Development Center of the Red Cross Society of China, strictly abiding by national laws, regulations and industry standards. Safety production responsibility system and safety plans will be implemented, with special safety guarantee measures formulated according to the characteristics of various sports talent projects. A real-name registration and certification system will be implemented, and competition evaluation rules and jury lists will be made public to accept supervision from all sectors of society.
