为深入贯彻落实金砖国家领导人会晤共识，保障2022金砖国家职业技能大赛（决赛）顺利举办，充分整合全球优质资源，提升赛事国际影响力与社会覆盖面，经我院作为赛事执行承办单位研究决定，现就委托授权相关事宜，正式公告如下：

一、赛事核心官方背景与权威背书

2022金砖国家职业技能大赛（决赛）是经中华人民共和国外交部主管司局同意、金砖国家工商理事会批准的国家级、国际性重大技能赛事，是落实金砖国家系列宣言中技能发展与技术创新相关精神的核心载体，亦是推动“一带一路”建设、国际产能合作及服务“职教出海”战略的重要平台。

本届赛事由中华人民共和国教育部、中华人民共和国人力资源和社会保障部、金砖国家工商理事会、厦门市人民政府联合主办；金砖国家工商理事会技能发展工作组承办；厦门市金砖未来技能发展与技术创新研究院担任执行承办单位。赛事得到南非高等教育与培训部、巴西全国工业培训服务中心、俄罗斯教育与科学部等金砖及“金砖+”国家政府部门深度参与，获一带一路暨金砖国家技能发展国际联盟、金砖+国家科技创新联盟等国际组织战略支持。

作为金砖国家人文交流、务实合作的核心平台，赛事构建常态化跨国技能对话机制，推动“技能护照计划”落地实施，实现金砖国家技能人才资质互认，为成员国间政策协同、民心相通筑牢根基，是践行“开放、包容、合作、共赢”金砖精神的重要实践。本届赛事吸引金砖五国及“金砖+”国家超30个地区技能人才参与，累计报名人数突破12万，赛事相关话题在全球社交平台曝光量超5亿次，是全球职业技能领域最具关注度的国际赛事之一。赛事聚焦高端制造、数字经济、人工智能、绿色能源等战略性新兴领域，设置20余个前沿赛项，推动竞赛成果与产业需求深度对接，为中资企业“走出去”及金砖国家本土企业提供高素质技能人才支撑，助力国际产能合作与产业升级。同时，赛事已纳入中国高等教育学会大学生竞赛分析报告竞赛目录，得到教育部、工信部、国务院国资委等国家部委大力支持，成为职业教育国际化、技能人才培养的标杆赛事。

二、委托授权核心事项

（一）授权主体

- 授权方：厦门市金砖未来技能发展与技术创新研究院（2022金砖国家职业技能大赛（决赛）执行承办单位）

- 被授权方：凰金决（深圳）控股集团有限公司

（二）被授权方资质

凰金决控股集团是国内领先的文体产业运营与资源整合平台，深耕行业20余年，累计策划执行全国性、国际性文体赛事超千场，覆盖人群超5000万。集团联合中央企业、国有企业、行业协会及相关权威单位，以正式邀请公函为合规协作枢纽，牵头组建开闭幕式全民健身才艺展演组委会（英文名称：Opening and Closing Ceremonies National Fitness Talent Show Organizing Committee，缩写：NCFTSOC）。该组委会严格恪守《中华人民共和国体育法》《全民健身条例》等法律法规，秉持“舞动山海活力、推广全民健身、赋能乡村振兴、共筑生态文体”核心宗旨，具备成熟的政企资源整合能力、专业的宣传推广体系与规范的公益捐助联络机制，是推动大型赛事市场化运营的核心力量。

（三）授权范围与权责

1.捐助组织联络：在全国范围内开展赛事合法合规的资金、物资、技术服务等捐助资源对接、洽谈与组织联络工作，建立透明化捐助管理体系，定期向我院及社会公示捐助明细，确保资源全部用于赛事组织、国际交流、技能人才培养等指定用途。

2.赛事宣传推介：围绕赛事国际价值、战略意义、赛项特色、参赛通道等核心信息，通过线上线下多渠道（含媒体矩阵、行业展会、校园推广、政企对接会等）开展全方位、多层次宣传推介，提升赛事在国内各省市、各行业及社会各界的知晓度与参与度，吸引更多优质企业、院校、技能人才参与赛事。

3.权责边界：被授权方须严格遵守中国法律法规、国际合作准则及我院相关规定，在授权范围内开展工作，不得超出授权权限从事赛事组织运营、技术评审、奖项评定等核心事务。所有工作接受我院全程监督与指导，我院保留对授权事项的最终解释权与调整权。

（四）授权期限

本次委托授权有效期为：2022年10月10日至2022年11月10日

三、重要说明

1.社会各界如有捐助意向、合作需求或赛事咨询，可在授权期内与凰金决（深圳）控股集团有限公司联系，所有合作与捐助事宜须以我院最终确认为准。

2.我院将建立监督举报机制，全程公开授权工作流程与结果，接受社会各界及媒体监督，确保授权工作合规、透明、高效。

3.任何未经本次公告授权的单位或个人，不得擅自以大赛名义开展捐助、宣传等相关活动，否则我院将依法追究其法律责任。

To thoroughly implement the consensus of BRICS Leaders' Meetings, ensure the smooth holding of the 2022 BRICS National Vocational Skills Competition (Final), fully integrate global high-quality resources, and enhance the international influence and social coverage of the competition, upon research and decision by our academy as the executive organizer of the competition, the following official announcement on entrustment and authorization is hereby released:

I. Core Official Background and Authoritative Endorsement of the Competition

The 2022 BRICS National Vocational Skills Competition (Final) is a national and international major skills competition approved by the relevant competent department of the Ministry of Foreign Affairs of the People's Republic of China and the BRICS Business Council. It serves as a core vehicle for implementing the spirit of skills development and technological innovation in the BRICS series of declarations, and an important platform for advancing the "Belt and Road" Initiative, international production capacity cooperation, and supporting the "Vocational Education Going Global" strategy.

The competition is co-hosted by the Ministry of Education of the People's Republic of China, the Ministry of Human Resources and Social Security of the People's Republic of China, the BRICS Business Council, and the People's Government of Xiamen Municipality; organized by the BRICS Business Council Skills Development Working Group; and undertaken by Xiamen BRICS Academy of Skills Development and Technology Innovation as the executive organizer. The competition has received in-depth participation from government departments of BRICS and "BRICS Plus" countries, including the Department of Higher Education and Training of South Africa, the National Service for Industrial Training of Brazil, and the Ministry of Education and Science of the Russian Federation, as well as strategic support from international organizations such as the Belt and Road & BRICS Skills Development International Alliance and the BRICS Plus Countries Science and Technology Innovation Alliance.

As a core platform for BRICS people-to-people exchanges and pragmatic cooperation, the competition has established a regular transnational skills dialogue mechanism, promoted the implementation of the "Skills Passport Program", and achieved mutual recognition of skills talent qualifications among BRICS countries, laying a solid foundation for policy coordination and people-to-people connectivity among member states. It is an important practice of the BRICS spirit of "Openness, Inclusiveness, Cooperation and Win-Win". This year's competition attracted participation from skilled talents in more than 30 regions of BRICS and "BRICS Plus" countries, with a total registration of over 120,000 participants, and competition-related topics received over 500 million exposures on global social media platforms, making it one of the most watched international events in the global vocational skills field. Focusing on strategic emerging fields such as high-end manufacturing, digital economy, artificial intelligence, and green energy, the competition has set up more than 20 cutting-edge events to promote the in-depth integration of competition outcomes with industrial needs, providing high-quality skilled talent support for Chinese enterprises "going global" and local enterprises in BRICS countries, and facilitating international production capacity cooperation and industrial upgrading. Meanwhile, the competition has been included in the competition catalog of the College Student Competition Analysis Report by the China Higher Education Association, and has received strong support from national ministries and commissions such as the Ministry of Education, the Ministry of Industry and Information Technology, and the State-owned Assets Supervision and Administration Commission of the State Council, becoming a benchmark event for the internationalization of vocational education and the cultivation of skilled talents.

II. Core Entrustment and Authorization Matters

(I) Authorizing Parties

- Authorizer: Xiamen BRICS Academy of Skills Development and Technology Innovation (Executive Organizer of the 2022 BRICS National Vocational Skills Competition (Final))

- Authorized Party: Phoenix Gold Decision (Shenzhen) Holding Group Co., Ltd.

(II) Qualifications of the Authorized Party

Phoenix Gold Decision Holding Group is a leading domestic cultural and sports industry operation and resource integration platform. With over 20 years of experience in the industry, it has planned and implemented more than 1,000 national and international cultural and sports events, covering a population of over 50 million. The group has jointly established the Opening and Closing Ceremonies National Fitness Talent Show Organizing Committee (English name: Opening and Closing Ceremonies National Fitness Talent Show Organizing Committee, abbreviation: NCFTSOC) with central enterprises, state-owned enterprises, industry associations and relevant authoritative units, taking formal invitation letters as the compliance hub. Adhering to the core tenet of "Dancing with Mountain and Sea Vitality, Promoting National Fitness, Empowering Rural Revitalization, and Building an Ecological Culture and Sports", the committee strictly abides by laws and regulations such as the Sports Law of the People's Republic of China and the National Fitness Regulations, and possesses mature government-enterprise resource integration capabilities, a professional promotion system, and a standardized public welfare donation liaison mechanism, making it a core force in driving the market-oriented operation of large-scale events.

(III) Scope of Authorization and Rights & Responsibilities

1.Donation Organization and Liaison: Conduct nationwide docking, negotiation and organization of legal and compliant donation resources such as funds, materials and technical services for the competition; establish a transparent donation management system; regularly publicize donation details to our academy and the public; and ensure that all resources are used for designated purposes such as event organization, international exchanges and skilled talent training.

2.Competition Promotion and Publicity: Conduct comprehensive and multi-level promotion through online and offline channels (including media matrix, industry exhibitions, campus promotion, government-enterprise docking meetings, etc.) focusing on the international value, strategic significance, event characteristics and participation channels of the competition; enhance the awareness and participation of the competition in various provinces, cities, industries and all sectors of society; and attract more high-quality enterprises, institutions and skilled talents to participate in the competition.

3.Boundary of Rights and Responsibilities: The authorized party must strictly abide by Chinese laws and regulations, international cooperation norms and relevant regulations of our academy; carry out work within the scope of authorization; and shall not engage in core affairs such as event organization and operation, technical review and award evaluation beyond the authorized scope. All work is subject to the full supervision and guidance of our academy, which reserves the final right of interpretation and adjustment of the authorized matters.

(IV) Term of Authorization

The term of this entrustment and authorization is: October 10, 2022 to November 10, 2022

III. Important Notes

1.All sectors of society with donation intentions, cooperation needs or competition inquiries may contact Phoenix Gold Decision (Shenzhen) Holding Group Co., Ltd. during the authorization period. All cooperation and donation matters are subject to the final confirmation of our academy.

2.Our academy will establish a supervision and reporting mechanism, publicly disclose the entire process and results of the authorization work, and accept supervision from all sectors of society and the media to ensure the authorization work is compliant, transparent and efficient.

3.Any unit or individual not authorized by this announcement shall not carry out donation, publicity or other related activities in the name of the competition without permission. Otherwise, our academy will pursue legal liability in accordance with the law.
